Unissued WWII German Wehrmacht decal on original paper. The obverse of the sheet has a light blue, makers mark Ed Strache 
The Third Reich pattern national eagle for the army was officially introduced on February 17TH 1934 and regulations decreed it was to be worn on the steel helmet, visor caps, all tunics and field blouses. Later amendments to the introductory order stipulated that the national eagle also be worn on all field caps, the sports uniform and the black panzer wrap. The eagle came in three distinct designs with two having slightly different out-stretched wings and the third with down-swept wings. The national eagle decal was applied to the left side of the helmet while a national tri-color shield decal was applied to the right side of the helmet.
